立法院外交及國防委員會9日審查軍人年金改革法案，經過上午的吵吵鬧鬧，下午會議一開始，民進黨召委王定宇即開放現場登記發言，但國民黨立委雖然登記了大體討論，卻只願拿著自備的麥克風喊話，不願上台發言，讓民進黨立委吳秉叡怒搶藍營的音箱，國民黨立委林麗蟬、李彥秀等人則趕緊上前奪回，國民黨立委鄭天財、民進黨立委蔡適應也上前助陣，雙方在會議室門口搶成一團。

立法院外交國防委員會下午繼續審查軍人年改法案，雖然國民黨立委們上午已輪番發言，民進黨立委王定宇原欲進行條文宣讀程序，但在藍營抗議下，也同意進行大體討論，只是國民黨立委們雖登記發言，卻無人上台發言，而是用自備的麥克風站在台前抗議，痛批國防部提供的精算報告是假的。

對此，王定宇也怒嗆，精算報告都有會計師、精算師簽字，就是會負責，難道還要民間人士來立院接受國民黨立委備詢？

一旁的綠委們也批，「別無理取鬧了啦！就是不想審啦！」

由於大批藍委皆站在主席台前杯葛議事，民進黨立委吳秉叡突然怒搶下國民黨立委自備的音箱，林麗蟬、李彥秀等除濕機哪裡買人則衝上去拉住音箱，不讓吳秉叡拿出會議室，加上鄭天財、蔡適應助陣，雙方搶成一團，吳秉叡甚至被擠到牆邊無法動彈，國民黨立委則在一旁大喊：「打女生！民進黨打女生！」

另外，國民黨立委曾銘宗、費鴻泰等人仍不斷在主席台前發言，因藍委用自備麥克風，無法被立院直播系統收音，民進黨立委邱議瑩大酸：「傻蛋，你在這裡講外面的八百壯士他們聽不見啦，你努力表演他們根本不知道你在幹嘛，連歷史紀錄都不敢留，打假球啊！傻蛋！」曾銘宗則不甘示弱，一直拿著麥克風大喊：「民進黨笑掉大牙啦！笑掉大牙啦！笑掉大牙啦！笑掉大牙啦！」邱議瑩則繼續回稱：「傻蛋」。

雖然國民黨立委不願上台用立院麥克風發言，但王定宇仍依登記發言順序一一唱名，國民黨立委也開始依登記順序以自己的麥克風發言，現場恢復平靜。
